Mr. Anthony McLaughlin is currently the Acting Assistant Commissioner of Police in charge of the Counter Terrorism and Organized Crime Investigation Branch (C-TOC) and has been a committed member of the Jamaica Constabulary Force (JCF) since 1990. Mr. McLaughlin has served several Divisions and formations during his career. Mr. McLaughlin holds a Master's Degree in Public Sector Management and a Bachelor’s Degree in Economics and Public Administration (double major), both from the University of the West Indies. He has pursued several development and professional courses both local and internationally. Mr. McLaughlin is involved in several community-based activities such as Citizens’ Association and service clubs. He enjoys farming and likes to spend time with his family during his spare time. Mr. Anthony McLaughlin has been serving the Jamaica Police Co-operative Credit Union Limited as a Volunteer for over 18 years. He has been a member of the Board of Directors for the past 12 years and is currently the Chairman.

Lisscall Williams joined the Jamaica Constabulary Force in 1992 and is a Deputy Superintendent of Police in charge of Territorial Operations in the parish of Portland. He has served as Crime Officer for the Kingston Central Division, Director Justice Support Unit at CIB HQ, Director for the Department of Criminal Investigation Training at the National Police College of Jamaica and as Director for the Collation, Analysis and Research Unit at the National Intelligence Bureau, to name a few. Mr Williams successfully participated in the Internal Graduate Development Programme in 2006; and in 2010 was appointed to the Diplomatic Corp where he was assigned a Diplomatic post at the Consulate General of Jamaica in New York where he served for several years with distinction. He is a proud graduate of the Mico University College, where he served as batch President for three consecutive years. His academic qualifications include a Bachelor of Arts in Guidance and Counselling, a Diploma in Secondary Education, Post Graduate Certificates in Project Management and Enterprise Risk Management from the Mona School of Business. He also holds professional certificates in Environmental Stewardship and Integrated Environmental Management and Planning, He is a credentialed Development Educator having been awarded this designation from the CaridDe. He has completed several professional courses both internationally and locally in the fields of Criminal Investigations, Homicide Investigations, Special Victims Investigation, Specialized Protective Security Training, Cyber Crimes Investigations, Counter terrorism inter alia. Mr. Williams a member of the Pentecostal faith, enjoys recreational fishing and is an avid scrabble player and critical thinker. He is a past member of the Supervisory Committee of the Jamaica Police Co-operative Credit Union and is currently a member of the Board of Directors.

Mr Trevor Moore has been a member of the Jamaica Constabulary Force since November 2001 and is currently a Sergeant of Police attached to the Portland Division. He overseas and drives the daily policing functions, conducts research and special investigations et al as part of the administrative and operational activities in the Division. He is the pending recipient of an MBA in Strategic Planning and Risk Management. He holds a Bachelor’s degree in Accounting for which he garnered two Presidential Awards for academic excellence. An educational facilitator at the College of Agriculture, Science and Education, and an ardent servant of the people, he is the 2020 Lasco Top Cop for Area 2. He is involved in the development of youths and football at the parish and national levels, along with a host of other community building activities. He currently serves on the Board of Directors of the Jamaica Police Co-operative Credit Union as the Assistant Treasurer.

Mr. Wray L. Palmer has served the Credit Union Movement for over three (3) decades. Presently he is the General Manager, of the Jamaica Police Co-operative Credit Union Limited (JPCCU), one of the largest Credit Unions in Jamaica. Prior to assuming the role of General Manager, he served on the Board of Directors in various capacities including Chairman and Treasurer. A Certified Credit Union Development Educator, Wray holds a Master of Science Degree (MSc.) in Security and Risk Management and a Post Graduate Certificate in Leadership from the University of Leicester (UK). He is a certified Association of Chartered Certified Accounts (ACCA) Level II Accountant and a member of the Association of Accounting Technicians (AAT). A highly accomplished Credit Union/Finance Professional with over 30 years of experience in providing Leadership and Financial Services to Credit Union members, to assist them to elevate their financial status and achieve their goals. He is a retired Deputy Commissioner of Police, who has served as Inspector General of the JCF and Chairman of the JCF Ethics Committee. Mr. Palmer has served on the Boards of Public Bodies and Private Sector Organizations. These include: Jamaica Co-operative Credit Union League Limited and The Legal Aid Council of Jamaica. This astute gentleman, with passionate interests in Leadership, Financial and National Security issues, has been recognized nationally and by several organizations and companies for his service to the country and the community at large.

Prudence Brown Risk and Compliance Manager Mrs. Prudence Collins-Brown has over 40 years’ experience within the financial sector and joined the Jamaica Police Credit Union family in 2012 as the Risk and Compliance Manager. Mrs. Brown has attained international exposure from seminars/courses attended in North American states and the Caribbean. Mrs. Brown holds a Master’s in Business Administration attained from the Manchester Business School and University of Wales and an Associate of Chartered Institute of Bankers (ACIB) accreditation. Mr. Christopher Cumberland has been with the Jamaica Police Co-operative Credit Union family since October 2019. He is currently holds the position of Facilities Officer. His portfolio requires running special projects designed to maintain safety, efficiency and comfort for our members and staff. Mrs. Marlene Thompson has over twenty-three (23) years’ experience in the Financial Industry of which the last fifteen years (15) have been with Jamaica Police Co-operative Credit Union Limited. She was initially employed as a Teller in the Operations Department and then moved on to the Credit Department where she held various positions including Securities Officer, Delinquency Officer and Loans Officer. In 2013, Mrs. Thompson held the role of Branch Officer for the Kingston Branch, with core responsibilities in daily operations. In 2020, she was promoted to Branch Manager for our Kingston Branch. She is the holder of a Bachelors in Business Administration Degree with Honors from the University of Technology, Jamaica; she is a certified Caribbean Credit Union Development Educator (CUDE). Additionally, she has training in areas such as Customer Service Management; Public Speaking; Marketing and Sales; Credit Administration; and Anti Money Laundering. Her personal interest include reading and socializing with family and friends.

Ms. Philicia James has over 16 years of experience within the Credit Union movement. She joined the JPCCU Family in 2014 as the Senior Member Service Representative with responsibilities for our Portland Agency and operational duties at the St. Mary Branch. In 2019 she was promoted to the Branch Manager for the St. Mary Branch. Philicia holds a Bachelor of Science Degree in Hospitality, Entertainment, and Tourism Management along with certificates in Business Studies and Consultative Selling Strategies. She is pursuing a Master of Science Degree in General Management at the University of the West Indies. Philicia was awarded Staff of the Year 2017 for exemplary leadership. He has been a member of the Jamaica Police Co-operative Credit Union for over 13 years. Mr. Henry holds a Diploma and a Bachelor of Law from the University of London. He holds a Legal Education Certificate from the Norman Manley Law School and was called to the Jamaican Bar in December 2020. He lectures on courses such as CIB Levels 1 & 2, Supervisory Management 1&2 as also several training seminars conducted by the Ministry of Justice. Ms. Samantha Bryan has been a member of the Jamaica Police Co-operative Credit Union Limited since 2014. She has adopted the mandate of the JCF as the object of her aspirations. She is driven by the desire to perfect every moment and is subscribed to the view that success is a journey and not a destination. She is currently pursuing a Bachelor in Business Administration with a major in General Management and a minor in Marketing at the University of Technology, Jamaica. She possesses certificates from the Management Institute for National Development and the International Association of Online Radio Broadcasters. Ms. Bryan joined the Jamaica Constabulary Force (JCF) in 2014 and is currently a Constable assigned to the Portland Division. She is a certified radio broadcaster and the founder of the SOHO police Youth Club and Ex-Officio of the SOHO Citizens Association.

Mr. Blake has been a serving member of the JCF since 2002. He is currently an Inspector of Police and the commander of the New Kingston Police Post. He is a member of the Jamaica Police Co-operative Credit Union Limited for over 18 years. Presently he is pursuing a Master of Philosophy in Sociology from the University of West Indies, however, he is the holder of an MSc. In Sociology and a BSc with a major in Sociology and Psychology minor from the University of West Indies. Mr. Blake has served at the St. Andrew Central Division, Firearms and Tactical Training Unit, and he also was second in charge of Force Recruitment. Mr. Alstead Harris is a retired Sergeant of Police who has served the Jamaica Constabulary Force (JCF) for over 40 years, 35 of which he served as a detective. Mr.Harris has been a member of the Credit Union for over 43 years and has accumulated 33 years’ service on the Supervisory Committee. Mr.Harris has received extensive training on behalf of the Credit Union in areas such as Supervisory Management, Proceeds of Crime Act and Anti-Money Laundering.

Fitzroy Lloyd Williams is a member of the Police Force since January 1995. He holds a Bachelor of Law degree from University of Technology, a BSc. in Human Resource Management and an Associate Degree in Business Administration. He has served the St. Andrew Central division, the Office of Professional Responsibilities (OPR) and Internal Affairs. The OPR was then subsumed into Inspectorate of Constabulary (IOC), Mr. Williams worked at this department for 18 years. In July 2011, Mr. Williams attended the Stockpile management and Destruction of small arms and light weapons Conference, in Doral, Florida USA. Promoted to the rank of Deputy Superintendent in April 2013, he was transferred to St. Thomas division in January, 2016. In March, 2020 he participated in the Mass Casualty Management (MCM) course at the University of the West Indies, Mona, hosted by Pan American Health Organization, PAHO and was awarded a certificate. In January, 2021 Mr. Williams was reassigned to the Inspectorate and Professional Oversight Bureau (IPROB) where he is presently assigned to the Professional Standard Directorate as a lecturer on Policies and Procedures. He is the father of five children.

Ms. Heather Joan McLean has been a member of the Jamaica Constabulary Force (JCF) since March 1990. She is an Inspector of Police. Prior to her present assignment at Constant Spring, St. Andrew North Division She served the Mobile Reserve with distinction for twenty four years where she held the prestigious title as Top Cop for the years 1999, 2001 and 2005. She holds a Master of Science (MSc) in Gender and Development Studies and a Bachelor of Arts Degree in Language Communication and the Society from the University of the West Indies. She is a proud Edwin Allen High alumnus. Ms. McLean is a certified First Aider and has certificates in Personnel Administration, Supervisory Management, Computer Studies, and Domestic Violence to name a few. She has been exposed to training in Money laundering, Audit techniques, and Risk governance. An author, Miss Mclean has written and published two books of poetry “Excerpt from a Policewoman’s Diary” and “The Tangled Web of Heather’s Soul”. She believes in giving back to the community and volunteers with the Sanguinetti Primary School as well as the Jamaica Police Co-operative Credit Union Limited.

Ms. Gilzeane is a Deputy Superintendent of Police in charge of Administration at the Community Safety and Security Branch (CSSB). She has been a member of the JCF for over 26 years and has vast experience in both theoretical and practical applications of policing. She has served on the Supervisory Committee of the Jamaica Police Co-op Credit Union for over 5 years. Social work from the Jamaica Theological Seminary. Certificate in Supervisory Management and Operational Management – San Salvador and Voice and Speech Certificate from CPTC. A very rounded individual and have been exposed to many areas: Personnel, Worked as an Administrative Officer – Kingston East. Served as Commanding Officer for Centre for Investigation of Sexual Offences and Child Abuse. Completed workshop in Domestic Violence against Women and is an advocate for abused women and children. A Volunteer at home for the aged. A nature lover at heart enjoying quiet times and reading.
